[Python-projects] apycot fix

Here is some fixes and minors improvements I made to have apycot  
running on my server. The two most important thing are :

     * Apycot configuration now recognize directory name with a  
trailing /
     * An empty line is displayed before first apycot-runtest output  
as a work around to some unicode bom issue.
